So that's an unpleasant situation you've gotten yourself into, and I definitely understand if you're upset because I would be too. If the casino told me they would give me a refund of my deposit and nothing has happened since and communication was at a standstill, I would be worried.
As far as the fact that you wrote to them on skype, the answer seems to me as if you wrote to a department that is not in charge of dealing with complaints and therefore they recommended that you find the authorities that deal with this license.
