I would disagree partialy, for example if a casino uses a third party payment provider, which quite a lot of casinos do, it could happen that the delay is there and the casino does not have to answer for it. 

Of course, the other side of the coin is that if you have to wait more than 2 weeks, then it's not very normal and I would rather stay with casinos where it would not be a problem.
