I'm a bit confused, but I still thing you just misunderstood the displayed information. Basically, you can see that there's no bonus available for you since you're from Germany, but every casino review card can display you all bonuses they have - even though they're not available for you.
I'll try to explain it on an example:
LeoVegas casino isn't available in Czech Republic, thus there are no available bonuses:
When I click on the bonus tab, I can see no bonuses available for me, but I can also see they have some bonuses available for other players:

I double-checked it, and even from your screenshot, you can see that there is a grey German flag with a small red cross (meaning that this bonus is not for German players)
The casino has Germany in restricted countries, and even though you were able to register and claim the bonus, the casino will not pay you the winnings.
The main problem is that you are looking in the All tab where are all bonuses. You should check the recommended tab where are only the best bonuses for players from Germany.
